Hiring talent from across the EU is a good strategy to solve skill shortages. But there is a massive administrative burden involved.
Identity: Is this passport copy legitimate?
Diplomas: Is this a legitimate degree from “University of X”?
Qualifications: Is this person actually a licensed engineer in their home country?
These verifications often require the involvement of outside parties, lengthy process times, and costly translation charges. For many fast-moving organizations, this may result in losing the prospective employee to a competitor.
The EU Digital Identity Wallet (EUDI Wallet) is designed to change this. Going beyond basic identity verification, it is turning into a system based on EAAs (Electronic Attestation of Attributes) and QEAAs (Qualified Electronic Attestations of Attributes) that represent diplomas, professional licenses, and other trusted claims .
Under the eIDAS 2.0 framework, universities, professional boards, and other institutions will be able to issue cryptographically signed digital credentials directly into the candidate’s wallet. These credentials are:
Machine-readable: It’s no longer necessary to scan PDFs.
Tamper-evident: Signature and trust chain will reveal if the credential has been tampered with.
Portable: The candidate holds the credential and can submit it to any prospective employer in the EU.
Verifiable without contacting the issuer: The prospective employer verifies the signature, revocation, and trust of the issuer without having to email the university or licensing body.
This process does not eliminate all compliance efforts but shifts the burden from manual document review to cryptographic verification.
To understand what can be verified, it is important to distinguish the three main credential types in the EUDI Wallet.
PID is the key identity credential issued by a Member State. It typically includes attributes such as full name, date of birth, nationality, and sometimes residence.
For employers, PID can support basic identity checks, right-to-work and residency status verification where national rules allow, and age verification for certain roles.
As a result of the selective disclosure principle, an employer can request only the attributes they need, such as nationality or residency status, without having to request the full set of identity documents.
EAA is the general class for credentials issued by domain authorities, such as universities, employers, professional associations, health systems, banks and other organisations that hold authoritative information about a person’s attributes.
Examples relevant to hiring include:
proof of current enrollment;
completion of a specific course or training;
internal HR attestations (e.g., “this person was employed as X from date A to date B”);
non-regulated professional certificates.
EAAs do not share the same legal presumption of accuracy as QEAAs, but they still remain cryptographically verifiable and can greatly reduce the extent of manual checks.
QEAA is the highest trust level for non-PID credentials and can only be issued by Qualified Trust Service Providers (QTSPs) listed under eIDAS 2.0.
A QEAA carries a legal presumption of accuracy which means if a QEAA confirms an attribute, that attribute is presumed correct unless proven otherwise. Courts and administrative bodies must accept QEAA-certified attributes without additional verification.
For cross-border hiring, the most relevant QEAA use cases include:
Professional qualifications with legal standing, such as medical licenses, bar admission, engineering charters, and accountancy certifications.
Diplomas and degrees where the ARF explicitly names them as QEAA use cases.
A QEAA for a university degree typically includes the issuing institution, degree title and level, field of study, date of conferral, and the holder’s identity.
A professional license QEAA includes the license number, regulated profession, issuing body. date of issue and expiry, and any conditions or restrictions.
The high-level flow for cross-border verification looks like this:

You interview a candidate from France for a job in Germany.
Employer requests proof
Your ATS or HR platform sends a presentation request, for example:
“Please share your Master’s degree credential.”
“Please share your engineering license QEAA.”
The request is expressed using DCQL (Digital Credentials Query Language) over OpenID4VP, specifying exactly which attributes are needed.
Candidate approves in their wallet
The candidate opens their EUDI Wallet, sees which organisation is asking, what attributes are requested, and why. They approve the disclosure. Selective disclosure ensures they do not have to share unnecessary.
Instant cryptographic verification
Your system receives a signed credential presentation and:
verifies the digital signature;
checks revocation status;
validates that the issuer is recognised within the EU trust framework.
Result
Valid.
Authenticated.
Tamper-evident.
In pilot conditions, similar flows have reduced verification times from weeks to seconds or minutes.
Doctors, nurses, architects, engineers, and lawyers often need specific licenses to practice. In the current system, verifying a foreign license can mean:
contacting the home-country regulator;
waiting for written confirmation;
dealing with language barriers and different formats.
The EUDI ecosystem creates a chain of trust where a license issued in Member State A can be digitally verified by an employer in Member State B without calling the issuer. For regulated professions, QEAAs are particularly relevant because they carry legal equivalence to paper documents across all EU Member States.
This does not replace professional recognition procedures where they are legally required, but it can dramatically speed up the evidence-gathering part of the process which is usually done manually in typical scenarios.
Fake degrees are a worldwide issue. Cryptographic credentials make it much harder to pass off a forged diploma as real. If the university did not sign the credential, the wallet cannot present a valid attestation, and verification will fail.
For employers, this means:
less reliance on third-party background checks for basic degree validation;
faster shortlisting for roles where a specific degree is mandatory;
easier cross-border comparison of qualifications.
Universities can issue EAAs for course completions and QEAAs for full degrees, depending on the national and sectoral framework.
Verifying nationality or visa status is crucial for compliance. The PID credential in the wallet can provide authoritative proof of citizenship or residency status, issued and signed by the Member State.
An employer can request only the attributes needed for right-to-work checks, such as nationality, residence status, and age confirmation for certain roles.
However, this does not remove the employer’s legal obligations under national immigration and employment law, but it can make the evidence collection more reliable and faster.

From a product perspective, you should:
Standardize internal data models for “university degree”, “professional license”, and “right to work” so different credentials map cleanly into your system.
Design consent-aware flows that show candidates clearly what is being requested and why.
Decide what to store. In many cases, storing the verification result and metadata is safer and more compliant than storing the full credential content.
The EUDI Wallet is not a magic wand that solves everything.
Not all credentials will be digital immediately. Many universities and professional bodies will take time to issue QEAAs and EAAs at scale.
National rules still apply. Professional recognition, right-to-work checks, and sector-specific compliance requirements do not disappear.
Trust frameworks matter. A credential is only as strong as the issuer and the trust regime behind it.
User adoption varies. Candidates may have different wallets, or none at all, during the transition period.
Most employers will run a hybrid model for the foreseeable future which means wallet-based verification where available, and traditional processes where it is not.
