The state-driven version is scheduled to launch on 2 January 2027, then to open the market to private wallet providers in 2028. Germany has allocated 79.3 million euros to the project through 2026; the initial launch supports identification and credential presentation, with qualified signatures, pseudonymous logins and payments to follow. The source code has been published and a bug bounty programme is opening, with a PIN reset service due back in October 2026. Critics question whether the full wallet can be ready on time as fewer than half of member states are on track for the end-2026 deadline.

Priority sectors named for onboarding include finance, insurance, telecommunications, transport, education, healthcare and retail. The transition to version 3.0 still carries some delivery risk.

In August 2026 the public was invited to the first large-scale load test of the eDoklady app, ahead of the autumn municipal elections, after the system buckled under demand during the 2025 elections. In early June 2026 the DIA became one of the first member states to circulate a draft national certification scheme for the EUDI Wallet to other EU states for comment; the draft drew no substantial objections, and applications to accredit certification bodies open in the second half of 2026. The scheme sets how compliance is verified for wallet and PID providers, the PID role being one the DIA will hold in Czechia.

Finland

Finland’s EUDI Wallet and digital ID card

The national law enabling the European digital identity wallet took effect on 1 October 2026. The Digital and Population Data Services Agency (DVV) builds the wallet app, and develops the digital identity card with the police. Both are expected in early 2027. The original target was the end of 2026, and the schedule moved because EU-level certification criteria were not yet final.

The app will be free and voluntary, and it does not replace physical documents. It is not a travel document or a payment method. Traficom maintains the register of services that request data from the wallet, so a business established in Finland registers there before relying on it.

Digitaalinen identiteettilompakko ja digitaalinen henkilöllisyystodistus

Eurooppalaisen digitaalisen identiteetin lompakon mahdollistava laki tuli voimaan 1.10.2026. DVV:n lompakkosovelluksen ja poliisin kanssa kehitettävän digitaalisen henkilöllisyystodistuksen on määrä tulla käyttöön vuoden 2027 alussa. Sovellus on maksuton ja vapaaehtoinen. Traficom ylläpitää rekisteriä palveluista, jotka pyytävät tietoja lompakosta.

Questions

What businesses ask about the timeline

When will the EUDI Wallet be available?
Every member state has to offer at least one certified wallet by 24 December 2026. Denmark, France and Italy already run wallets in production, while many countries are still piloting and several launches are expected in 2027.
When do businesses have to accept the EUDI Wallet?
From 24 December 2027, private services that are required by law or contract to use strong user authentication, and very large online platforms, must accept the wallet when the user asks. Public sector bodies that use electronic identification have to accept it as well.
When is Finland’s EUDI Wallet coming?
Finland’s national wallet law took effect on 1 October 2026. DVV’s wallet app and the digital identity card developed with the police are expected in early 2027, after the EU-level certification criteria are finalised.
Should we wait until the wallets are live?
Integrating takes time, and relying parties also have to register before relying on wallets. Building against the standard protocols now lets you switch the wallet path on country by country as each wallet launches.

Planning an integration? Read the EUDI Wallet integration guide or look up a term in the EUDI glossary.
