What is European Business Wallet (EBW)?

The European Business Wallet is a proposed wallet for companies and other legal entities, published by the Commission on 19 November 2025 as COM(2025) 838. It is a separate draft regulation rather than part of eIDAS 2.0, and it is not law yet.

How it actually works

Keep the two apart. eIDAS 2.0 already reaches legal persons directly. Article 5a(1) covers all natural and legal persons, and Annex VII lists powers and mandates to represent as an attestable attribute. What it never uses is the phrase "business wallet", and its model is built around a person’s device. The EBW proposal is the Commission going further, with infrastructure aimed at how companies actually operate.

The intent is to let an entity identify itself, authenticate, sign and seal, and exchange documents and attestations with legal effect across borders. Mandates and powers of attorney are part of it, which is the piece B2B contracting keeps tripping over.

B2B trust rests on documents today. A registry extract, a board resolution, a power of attorney, usually PDFs in a language the counterparty cannot read. A mandate credential says which person may act for which entity, within what scope, until when, signed by a source that knows.

It is still a proposal, so treat timelines and detail as provisional. Council agreed its general approach on 9 June 2026 and the file sits with Parliament’s ITRE committee, so trilogue will decide the detail. The procedure number to track is 2025/0358(COD). Worth knowing that it puts no obligation on businesses to hold one. The duty to accept falls on public sector bodies, and sole traders can keep using their personal wallet.
